In short
First-time business start-up aid in Luxembourg is provided for by the law of 5 July 2023. It pays EUR 2,000 a month for 6 months, or EUR 12,000, to the founder of a trade or craft micro-enterprise whose business permit is less than 6 months old. The founder must not have held a permit in the past 10 years.
Conditions
- Micro-enterprise: fewer than 10 people, turnover or balance sheet of EUR 2 million at most.
- Commercial or craft activity.
- Business permit issued 6 months ago or less.
- No business permit held by the founder in the past 10 years.
- No more than 25% in another company, and no salary, pension or replacement income.
- Business management training completed by the manager.
- Professional premises separate from the home.
The deadline not to miss
The countdown starts when the permit is issued. Prepare the application as soon as the company is formed: after 6 months, the aid is lost.
Not to be confused with the "first-time start-up" category of the aid for miscellaneous investments, which funds 30% of the first investment of a micro or small company.

Frequently asked questions
Can a consultant receive first-time business start-up aid?
The aid targets trade and craft micro-enterprises. Consulting is carried out under a commercial permit, but the eligibility of a service activity should be confirmed with the ministry before relying on the aid. The other conditions stay the same: a permit less than 6 months old, completed management training and professional premises separate from the home.
Is a shared workspace enough for first-time start-up aid?
You need professional premises separate from the home and compatible with the business permit. A shared workspace with a lease or contract may be suitable depending on the case. This condition is one of the criteria of the aid, alongside business management training and a permit issued 6 months ago or less.
