A regulated activity in Luxembourg needing a CSSF licence is not obtained by forming a company alone: the financial sector depends on the CSSF, not only on the Ministry of the Economy. The same goes for insurance (Commissariat aux assurances), health (Ministry of Health) and lawyers (the Bar); security guarding requires an additional approval from the Ministry of Justice.
