A consultancy business permit in Luxembourg is generally the commercial permit, with no diploma required, for anyone selling advisory services. Three exceptions matter: regulated liberal professions (architect, engineer, licensed accountant), financial or investment advice, which falls under the CSSF, and insurance intermediation, which falls under the Commissariat aux assurances.

A bill tabled in June 2026 (no. 8759) would remove the qualification requirement for liberal professions not otherwise regulated. It has not been passed to date.

Generally yes. Coaching counts as trade and so follows the commercial permit, with no diploma required. Continuing training is different: it requires a specific qualification and the opinion of the Minister for Vocational Training. The type of activity therefore determines the regime.

Yes, with a commercial permit. In practice the SARL-S needs that permit before registration, which allows it to invoice advisory services, for example in management, strategy, IT or marketing, in the company’s name. A regulated liberal profession still requires its qualification.
