A non-resident can form a Luxembourg company and act as its manager. They must provide identity documents and certificates from their own country, often apostilled, sign the articles by proxy if necessary, open a bank account and have a registered office address. To carry on a licensed activity, physical premises in Luxembourg are required.
The four points that make the difference
Foreign documents: criminal record and no-bankruptcy certificate from your country, with apostille and translation if needed.

Bank: Luxembourg institutions apply enhanced due diligence to non-residents; a complete and consistent file is decisive.

Need a director present in Luxembourg?
Depending on the activity and the bank, a resident manager or director can be useful. We introduce you to an authorised professional for an effective mandate, with no nominee arrangement: company manager for non-residents.
Not necessarily. Signature can be done by proxy and the End-to-end package takes care of appointments. Some banks do, however, ask for an interview, sometimes by video call.
Can I be a manager without living in Luxembourg?
Yes. For the business permit, however, the manager must ensure effective management of the business.
Does my tax residence change?
Forming a Luxembourg company does not change your personal tax residence. The place of effective management of the company, however, does matter. Have this point validated by a tax adviser.
